Title I’s Goal is to help students meet today’s high standards by becoming strong, independent readers. CES is a Schoolwide Title I program that serves all students in our school. Schoolwide programs are based on several key elements. These include:
∙ Performance standards….state standards for what students in each grade should know in certain subjects
∙Goals to help all students reach the standards …. Extra help may be needed
∙Highly qualified teachers and staff
∙Community support…. From parents, community groups, local businesses and others.

How Is Title 1 Funded?
All Title I programs are federally funded. These funds are based on the number of students who receive free and reduced lunches. To meet Schoolwide criteria schools must have at least 40% of the children meet certain income guidelines. Even though, these funds are based on free and reduced lunches, all students benefit from Title I funds.

How are Title I Funds Used?
At CES, Title I funds are used to implement Response to Intervention (RTI). State law requires all counties in Tennessee to administer a Response to Intervention Plan to comply with the federally mandated law to assure that No Child is Left Behind. Carthage Elementary School provides a Three Tier Intervention.
Teachers use multi-criteria scientific researched based assessments to test students at the beginning of the school year. Students in kindergarten through third grade are assessed using the Dynamic Indicators of Basic Early Literacy (DIBELS). Fourth grade students are assessed with STAR. Brigance, TCAP, and Scott Foresman Baseline Test are also used.
All students at CES receive a 90 minute block of literacy daily (Tier I). Students who do not meet benchmark for his/her grade level for the first assessment will begin working in the area of reading 3-5 times a week for 30 minutes in a small group setting. Students receiving the extra 30 minutes are in Tier II. Students in Tier II are progress monitored every two weeks to determine progress. If these students are not making adequate progress they receive 30 extra minutes of daily intervention (Tier III). Tier III students receive 60 Minutes per day beyond their 90 minute daily block.

Parent Involvement
Parent involvement is essential to your child’s education. Be active at your child’s school:
∙Attend school events
∙Talk about homework with your child
∙Show how schoolwork relates to daily life
∙Make an appointment to visit the classroom
∙Join parent organizations
∙Attend parent-teacher conferences
∙Request additional meetings as necessary
∙Keep teachers informed about events and issues that may affect your child’s school work or behavior.
